1. Preheat oven to 350°F and line a 9×13-inch pan with parchment paper or grease lightly.
2. In a bowl combine brownie mix, eggs, oil, and water; stir until just blended and fold in half of the chocolate chips.
3. Spread batter evenly in the pan and bake for 22–28 minutes until a toothpick comes out with moist crumbs.
4. Allow brownies to cool in the pan for 30–40 minutes until set.
5. Melt white chocolate or wafers in a double boiler or microwave in 20-second intervals, stirring until smooth, then mix in peppermint extract.
6. Pour melted chocolate over cooled brownies and smooth into an even layer.
7. Sprinkle crushed peppermint candy over the chocolate and press lightly to adhere.
8. Refrigerate for 20–25 minutes until topping is firm, then lift out with parchment and cut into bars with a sharp knife.
