1. Preheat oven to 375°F (190°C) and grease a 9×13-inch baking dish.
2. Cook tortellini in salted boiling water until just al dente, drain and set aside.
3. In a saucepan, melt butter, sauté garlic, then whisk in heavy cream until simmering.
4. Stir in grated Parmesan until the sauce thickens, season with salt, pepper, and Italian seasoning.
5. Combine tortellini, chicken, and two-thirds of the sauce in a bowl, then layer half in the dish.
6. Top with mozzarella, remaining sauce, more mozzarella, Parmesan, and optional breadcrumbs.
7. Bake uncovered for 20-25 minutes until bubbly and golden, then broil 2-3 minutes for extra browning.
8. Let rest for 5 minutes before serving and garnish with parsley.
