2. Add garlic, cumin, chili powder, paprika, salt, and pepper; stir for 30 seconds.
3. Place chicken breasts, green chilies, and chicken broth in pot; lock lid and set to high pressure for 12 minutes.
4. Allow natural release for 10 minutes, then quick release remaining pressure.
5. Shred chicken in pot, add cream cheese and stir until melted.
6. Stir in heavy cream, switch to sauté and simmer 3 minutes to thicken.
7. Taste and adjust seasoning, then ladle into bowls and serve.
