1. Combine soy sauce, garlic, ginger, honey, and sesame oil in a bowl to make the sauce
2. Place chicken in the slow cooker and pour the sauce over it
3. Add carrots and broccoli on top of the chicken and cook on low for 4 hours
4. Stir in bell peppers, snap peas, and onion and continue cooking on low for 30 minutes
5. Mix cornstarch and cold water then stir into the slow cooker and cook for an additional 15 minutes to thicken the sauce
6. Spoon the chicken and vegetables over cooked rice and garnish with green onions and sesame seeds
