1. Set Instant Pot to Sauté and heat sesame oil until shimmering.
2. Add garlic and ginger and cook, stirring, for about 30 seconds until fragrant.
3. Add sliced beef and sear for 2–3 minutes, stirring to brown edges.
4. Pour in soy sauce, oyster sauce, brown sugar, rice vinegar and beef broth, scraping any browned bits from the pot.
5. Seal the lid and pressure cook on high for 10 minutes.
6. Perform a quick release of pressure, open the lid, and stir the contents.
7. If desired, mix cornstarch with water and add to the pot, then set to Sauté and simmer until the sauce thickens.
8. Add broccoli florets and stir to coat, then cover on Keep Warm for 3–5 minutes until broccoli is crisp-tender.
9. Stir again, garnish with sesame seeds, scallions, and red pepper flakes, and serve immediately.
