1. Rinse quinoa and combine with broth in a saucepan, bring to a boil, reduce heat, cover, and simmer for 15 minutes, then fluff with a fork.
2. Heat olive oil in a nonstick skillet over medium heat, season chicken with salt and pepper, and sauté for 6–8 minutes until cooked through, then remove from skillet.
3. In the same skillet, add garlic and onion, sauté until fragrant, then add broccoli and a splash of water, cover and steam for 3–4 minutes until crisp-tender, adding bell pepper in the last minute.
4. Return the chicken to the skillet, add cooked quinoa, soy sauce, lemon juice, and red pepper flakes, stir to combine and heat through.
5. Adjust seasoning as needed, garnish with parsley, and serve warm.
