1. Mix soy sauce, honey, rice vinegar, garlic, and ginger in a bowl and set aside.
2. Heat 1 tbsp oil in a skillet or wok over medium-high heat until shimmering.
3. Add chicken in a single layer and cook undisturbed for 2 minutes, then stir until golden and nearly cooked through, 4–5 more minutes. Remove chicken and set aside.
4. Add remaining oil, then stir-fry carrots and broccoli for 2–3 minutes. Add bell peppers and cook until all vegetables are crisp-tender.
5. Return chicken to the pan, pour in the sauce, and toss to coat for 1–2 minutes.
6. Add cooked brown rice and crushed red pepper flakes, folding gently until everything is heated through.
7. Taste and adjust seasoning with extra soy sauce, honey, or pepper flakes if desired.
8. Garnish with green onions and sesame seeds, then serve immediately.
