1. Pat beef tips dry and season with salt and pepper.
2. Select Sauté on the Instant Pot and heat oil or butter, then brown beef in batches and set aside.
3. Add onions to the pot and cook until translucent, then stir in garlic and deglaze with a splash of beef broth.
4. Return beef to the pot, pour in remaining broth, Worcestershire sauce, soy sauce and thyme, and stir.
5. Secure the lid, set to high pressure for 25 minutes, then allow a 10-minute natural release before quick releasing remaining pressure.
6. Remove beef, switch to Sauté, whisk together cornstarch and cold water, then stir into cooking liquid until gravy thickens.
7. Return beef to the pot, stir to coat in gravy, and serve immediately.
