1. Preheat oven to 375°F and butter a 9×13-inch casserole dish.
2. Place potatoes in a large pot, cover with cold salted water, and bring to a gentle boil.
3. Cook potatoes 15–20 minutes until fork tender, then drain and return to pot.
4. Mash potatoes with butter until smooth, then stir in cream, sour cream, salt, pepper, and garlic powder.
5. Mix in half of the shredded cheddar until melted and evenly combined.
6. Spread half of the mashed potatoes in the prepared dish and top with half of the remaining cheddar and bacon.
7. Layer remaining mashed potatoes, then top with the rest of the cheddar and bacon.
8. Bake uncovered for 25–30 minutes until bubbly and lightly golden, broiling 1–2 minutes for extra crispness.
9. Let rest 5–10 minutes before serving and garnish with green onions.
