1. Preheat oven to 350°F (175°C) and line an 8×8-inch baking dish with parchment paper.
2. In a large bowl, mix rolled oats, flour, baking powder, and salt.
3. Add melted coconut oil or butter, honey or maple syrup, and vanilla extract and stir until the mixture is crumbly and holds together when pressed.
4. Reserve one cup of the oat mixture for the topping.
5. In a separate bowl, mash raspberries with lemon juice and chia seeds and let thicken for 5 to 10 minutes.
6. Press the remaining oat mixture firmly into the bottom of the prepared dish to form the crust.
7. Spread the raspberry filling evenly over the crust.
8. Sprinkle the reserved oat mixture over the raspberry layer for a rustic topping.
9. Bake for 25 to 30 minutes or until the top is golden brown and crisp.
10. Allow bars to cool completely in the pan, then lift out with parchment paper and slice into squares.
