1. combine water and 1 cup sugar in a saucepan and heat until sugar dissolves
2. remove syrup from heat and let cool for 5–10 minutes
3. add cranberries to the syrup and stir to coat
4. transfer berries to a parchment-lined baking sheet and let dry for 1 hour
5. roll tacky berries in remaining sugar in batches until fully coated
6. let coated berries dry for 30–45 minutes before using or storing
