3. Stir in bell pepper, carrot, and chilies and cook for 2–3 minutes until vegetables are slightly tender.
4. Whisk soy sauce, fish sauce, lime juice, honey, and rice vinegar in a small bowl and pour over the chicken mixture.
5. Toss to coat and simmer until sauce reduces slightly, about 1–2 minutes.
