2. In a bowl whisk together flour, baking powder, baking soda, salt, cinnamon, and nutmeg.
3. In another bowl whisk melted butter with brown sugar, granulated sugar, eggs, vanilla, and buttermilk.
4. Pour wet ingredients into dry ingredients and fold until just combined.
5. Gently fold in diced apples without overmixing.
6. In a small bowl combine brown sugar, flour, cinnamon, and salt for streusel, then cut in cold butter until coarse crumbs form.
7. Spoon batter into muffin cups filling each three quarters full, then sprinkle streusel evenly on top.
8. Bake for 18 to 22 minutes or until a toothpick inserted in the center comes out clean.
9. Let muffins cool in the tin for 5 minutes then transfer to a wire rack to cool completely.
